They are not at all related, other than both being dicots. Cannabis is more closely related to nettles, elm, and mulberry than mints.
Aromatic compounds often arise in plants that grow in harsh (desert) climates.

No , it is not a near relative of Cannabis .
Cannabis sativa and Mint ( Mentha viridis ) both belong to different families.

Cannabis sativa ( Indian hemp ):- belongs to family Cannabinaceae. Every part of this plant is used to prepare Narcotics or 'drugs' and hence called a 'WEED'. In its effect the drug is similar to Opium which is derived from the latex of Poppy fruits.

Like Poppy, the cultivation of Cannabis sativa is banned in some countries. In spite of this the clandestine cultivation is not unusual as the returns are high like those from the cultivation of Poppy.

Mentha viridis ( The Mint ) :- It belongs to Labiatae ( Now renamed Lamiaceae ) family.

This plant is cultivated for its aroma. The leaves are boiled with tea for pleasant taste. It is also used as a condiment for culinary purposes

Mentha piperita ( Peppermint ) is a close relative of the above Mentha and shares the classification completely.

The essential oil obtained from it is used for the manufacture of peppermints that have agreeable taste. It has other applications as well.

From the above , it will be very clear that the two plants in the question are widely different.

The reason that Cannabis and Mint are confused is because they are both square stock opposing leaves and have axillary growth. They terminate with an apical meristematic growth, also their flowers are very similar but they are from two different families.
