Fetuses don't breathe in the womb. Not until a baby comes out and has it's little bottom spanked does breathing begin.

Babies are mammals just like normal human adults. They don't breathe in water. Babies receive their oxygen supply through the umbilical cord and placenta from their mothers. Since the oxygen leads straight from the belly, breathing through the mouth or nose is unnecessary. When a baby is born, the umbilical cord is cut off, so that the baby's oxygen supply is cut off as well. A spanking causes the baby to cry, and in order to produce cries, the baby sucks in air to project sound.

I've heard babies automatically hold their breath under water. Maybe we become less able to do it instinctly as we become more aware of the need to do it.
