try the phone directory first. Thats quite a bit of info. to start with. If they aren't alive or listed look for somebody with the last name they may be a relative.
Try ancestory.com you'd be surprised how much info you can get from there.
Are you wanting to know about him or family tree?
family tree then contact the birth records/death records office where he was from, it will list parents, next of kin etc..
Try google, or yahoo search for their names. If anything has been published it will be on there.

his name, town of birth and approximate date of birth will get you a copy of his birth certificate....
the birth certificate will list any older brothers or sisters and also his parents... (Younger siblings are not listed on his birth certificate because at his time of birth they didn't exist)

this gives you some more names to go with too....

Do a general search on the internet using the 'advanced' search features you can search for whole names that are in inverted commas to get only pages with those exact names on them... This is helpful so long as the name is not too common...
ie.. John Smith would be harder to find...
Herbert Woodstock a little easier
Gregor Grushnik a lot easier...
(In australia)

Use telephone books, they are all online these days... and search in a broad area around his birth town...

The saying the apple doesn't fall far from the tree is often the case... So if he has other relatives with the same surname there is sure to be at least one still in that area...

If you can get more details from his relatives or from your mother and or her relatives then write down everything you know...

Contact lots and lots of people....

I suggest this reverse phone lookup service: http://reversephone.toptips.org

It's a cheap service that works great!
It could be used for a much deeper search. You can use it to get hold of different varieties of background reports, and in addition cell numbers, addresses and names..
you can get unlimited reports... I ran with this because I required to verify more numbers. You can get the name, other phone number, address history, relatives, and much more about anyone!
The completly free reverse phone lookup generally doesn't provide anything interesting. To get interesting information, money will must be paid. The free searches don't provide considerably more than what may be found through the phone directory.
The reverse phone detective search tool does work, but you should use just the service that I posted above. The last thing you want to do, is pay for a service and find the numbers you want to lookup are not available in their directory.
The service that I reccomend doesn't have any kind of problem , you won't get any bad surprise!
