First off, call Animal Control. Unfortunately, if the dog is fed, watered, and has shelter they aren't usually able to do anything about it (at least in my city). They might be able to fine the owners if the dog is in ill health or doesn't have tags, and require the dog to get a vet check. If Animal Control can't do anything aout it, you might try contacting Dogs Deserve Better. They have local volunteer reps in most every state, and they can contact the local humane society and see if they can't keep an eye on the dog and maybe teach the owners how to better care for the dog. However, they usually don't do anything unless the dog is chained, tied up, or penned (left outside in a cage or small yard) - that's their specialty. You might try contacting the local humane society yourself and seeing what they can do for the dog. If the local Animal Control or humane society can't or won't do anything, you might try befriending the dog's owners. Tell them you have some extra dog toys, flea treatment, etc that you don't need because your mom's dog died (or make up some other excuse). That way the dog's life will be made better. Using that excuse, you can spray the dog down with flea treatment, give him/her some toys, maybe leave some "extra" dog food that you didn't need, etc.

Most jurisdictions have animal control laws that require a minimum of care for pets. By minimum I mean if it's an outside door, the owner is required to provide adequate shelter, regularly feed meals and provide fresh water. It's unfortunate but many animal control laws have not been changed to reflect the growing number of neglect cases rising each year.
If it were me, I'd call the local animal control services and file a complaint that the dog is being neglected which is obvious by the condition the animal is in. You may have to leave your name. If you don't have any animal control services, try the local sheriff's department or your local police, I doubt if they would do anything unless your state is one the states that has enacted stricter animal control laws to fine or prosecute people that neglect their animals. If there's a humane society in your area, call them too.
It's only going to cost you the time it takes to make the call, but it could save this dog's life and possibly be taken away to be given a chance at seeing a vet and finding a good home where it will be loved and cared for.
Good luck to you, I wish more people would take action when they witness abuse of this kind towards animals. Maybe then people who don't care about their pets would be less likely to treat them like garbage or better yet not even own animals.

Call the local Animal Control. You can do this without leaving your name and they will pay a little visit to your friends neighbors. Neither your friendnor her neighbors will know that it was you that called, unless of course you tell them. The Animal Control will probably remove the dog from the home and place it in a shelter until they can find it a new home. Any new home would be better than the one it has now. You have a responsibility to make a phone call. So make it ! :) Good LUck

Call the police department. We had a situation in our town, the woman called the Humane society and they told her that they are unable to rescue the dog because they can be charged with criminal trespassing and theft by the property owner. The police need to respond, they then hand the animal over the the humane society.

Like everyone has said you should call animal control. Animal cruelty is a felony is some states. I think it should be in all states. By not telling the authorities about this you are as guilty as the abusers. People like them don't deserve animals.

I just rescued a dog who was being neglected... My friend's family across the street got a black lab for a kid and now that it's grown, they didn't want it anymore b/c it was hyper. They'd never walk it, which is why it was hyper and they'd feed her very little, and she was really skinny. She was so hungry that she would eat all her stool. And they'd never clean her kennel... They were gonna pound her, so I just had to save her. This was a few days ago....

The unanimous answer is the best for the dog.
Humane society will feed and clean him, give him shots and a good home.
He will be out of the weather, and out of danger.
I am happy when I hear of other people who care for animals as much as I do.
