As far as I know, God sets limits. God could create a rock that he chooses not to lift. If he decides not to lift it, then that's that. Just like he won't come into your heart without your permission.
I agree with others out there that this is a useless question. If wer'e going to doubt God, we should ask him directly for proof that he exists. Asking about him is likely to get us rumors and false information. I eventually went to the source and found him to be very real to me.

The Lord doesn't need to lift rocks. He has others to do it for Him. So your question should be, can He create a rock so heavy that Man cannot lift it.
And the answer is Yes. Why? Because there are rocks out there that no man can possibly lift alone.

He can do anything so if he wanted to create a rock so big he could not lift it he would make it, then when he decided he wanted to move it he would make the rock smaller and move it. There is nothing the Lord cannot do.

Your question is a paradox, Impossible to answer and also worded wrong. With you question He can creat it because he can create anything. But your question does not say that He is mighty or anything related to his ability to lift heavy objects.
Try finding the correct question to ask.

i dont know which the Lord you refer to, but in your question i assume that the lord can not do anything, but only can Create anything.

Yes he could, but it would be a very small stone and he would have to create it in the heart of a man, where if the man chose it could not be moved; Since God gave man free will.

you cannot create anything unless you have the limits defined, but that in itself is a conundrum, because you can create things you cannot control. you can trick yourself into believing that he could, but he couldn't, plus this god doesn't exist , so how can you create something if you don't exist
