As a professional chef I would have to say it depends on the establishment and operators. If there is a cleaning schedule in place that is adhered to, then all should be fine. By my experience and what the media provides, be cautious of Chinese restaurants.

Hopefully, the places you work are the exception, and not the norm in your area. Most restaurants should have owners, managers, and even employees who take great pride in maintaining a cleanliness level above the demand of your local health department.
Obviously, there are times when dirt and debris will be present, but the overall cleanliness can usually be determined by looking at how things look at the end of the day. At the restaurant I work at, I tell my employees to make things look as close to "out-of-the-package" as they can. That is, no food debris, no dirt, etc.
But I do see your point. I have gone into restaurants as a new manager, and come across situations which demonstrate a lack of concern or a lack of knowledge about cleanliness concerns.
I can honestly say, however, that I never have a problem eating the food from my workplace.

I've only worked in 1 restaurant and the kitchen was pretty clean actually...as clean as you could expect. I'll say this though....every time a restaurant is on the low score list for inspections....9 times out of 10, it's either a Chinese or Mexican restaurant. I'm not kidding about that! I won't ever eat in a Chinese or Mexican restaurant again. At least here they are.

Every restaurant that I've ever worked in had a clean kitchen and the health dept visited regularly. I'm actually alot more leery of the cleanliness in some people's home kitchens than in restaurants.
If a place is questionable, you should report them to the health dept. If the health dept, which is usually very strict, makes a visit and the establishment is in violation of not being sanitary, they are typically shut down.

Just be thankful you don't eat from the floor. Especially when there is a lunch or dinner rush. It's true kitchen floors are the worst, but you eat from the pans. Most restaurants do their best to maintain clean kitchens but sometimes it isn't feasible. All restaurants have to maintain a certain amount of cleanliness in case of a surprise visit from the health department. And if not, they get closed until violations are corrected. In addition, they also have to maintain proper food handling procedures.

If the dining room looks clean... tables wiped, silverware clean, swept, no food under the table... and the servers are keeping their hands and tables clean... and the bathrooms are clean... it still doesn't mean a thing until you watch the cooks at work.
Phone your local health board and ask whether the restaurant has had any infringements, ever, or has been shut down at any time by the health department. This info is available to anyone.
