I have two girls, ages 8 & 12, and my mom owns a costume store, so Halloween has always been a really big deal to us. This is a fun question to answer!~
Cheerleader
Cowgirl
Ballerina
Angel (with the huge pretty wings)

A girl hillbilly
A little old lady (with glasses, a cane, & white hair)
fairy Godmother (like on Cinderella)
Any Disney Princess character
A Flower girl (like in a wedding)

Fairy, any of the disney princesses, a mermaid, a good witch, bad witch, a butter fly, an angel, a gypsy, a cat, a flower, a super model, cindy loo off the grinch, a 1950's person, cow girl, you could go cheap and let her wear her pajamas and slippers and put curlers in her hair, bunny, puppy, crayon, queen, pipi long stocking, alien, or a bride.

A ballet dancer or The Little Mermaid or you could try a traditional twist like a school teacher where she could have on glasses,the bun and a pencil sticking in her bun just like the traditional persona of a schoolteacher. Or if you don't like that idea,how about Strawberry Shortcake? She's cute.

Disney store has the best bang for your buck!!! The costumes are durable (they can play in them forever) and they are reasonably cheap (comparable to what you will find at Wal-Mart or Target). They have such cute costumes that your 5 year old would go crazy for!!!

It depends if you want to make it from scratch or just use pretty much of the pieces from last year. You can use a princess outfit and make it into an angel with a wire halo and makeup(pink cheek spots, blue eyeshadow) believe me she'll be thrilled.

put her clothes on backwards with a face mask on the back of her head, Either comb her hair or have a wig cover her face....she is a backwards person!
(Face not covered, easy access to her mouth for snacking, little to no cost)

i think a fairy wuld be cute, or a pumkin, buti also like a little witch, or when i was little, every one loved my devil costume, it was just a long red plain dress, stirafome horns and a tail, it's just something cute
