An intelligent haunt ( a ghost that actually communicates) speaks in the language that the physicall body spoke. If the person was say Russian then the ghost would also speak Russian. The soul does not learn new languages just because it is now a spirit. The soul is the reflection of the person it represents.

Some of the more intelligent ones speak many languages. I had a conversation with one just last week. He told me about a great school that specializes in helping ghosts speak to the living. It is called , " Dead Man Talking." ( he he ...to those who know the actual phrase, this is clever )

Whatever the ghost originally spoke when in the physical plasma state, will be the language of choice.
Seems like historically that is what they have done when successfully communicated with.
