If you're looking for a relaxing holiday, it doesn't really matter which destination you choose - it's the resort/town you pick that will make the difference to your holiday. Both countries have beautiful and relaxing places to stay, but both equally have the infamous tourist traps where you will be hassled for everything from where to eat, to which souvenirs you (don't) want! If you're going just with your Mum, I'd probably choose Spain as 2 women travelling together are more of a norm there, whereas in Tunisia which is still a developing destination, it may attract unwanted attention from the male population (ie hassle!!). Make sure you investigate fully which hotel and town you stay in & don't take what the travel agent tells you for granted - check yourself on independant websites before you book.
Hope this helps & have a good time!!

I lived for 5 years on the Costa del Sol in Spain. Still a great place to go to.
High end : Marbella, tourist inexpensive end: Torremolinos. Must see:
Nerja, Frigilliana, Mijas, Rhonda, Alhambra in Grenada and Cordoba.
Big city stuff: Malaga home of Picasso's birth. People are friendly , great train service (with English on the speakers) along the cost to Malaga. Great food.

I have been to Spain 6 times now and still find more to see each time. Lots of history, art and life there. I have heard good things about Tunisia but have not been there.
Go to Granada if you get the chance - the palace is unique and beautiful. Malaga is nice too (especially if you like beaches and picasso).

I've been to both, but I'd go with Tunisia, because it is off the beaten path (unless you're just going to one of those horrible tourist hotels on Djerba). Interesting food, unbelievable scenery and beautiful tiles on the buildings, plus camels and the odd oasis in the Sahara. Great spices like harissa. The north is very european, but as you go south, it becomes more arab/african. Much recommended...but don't drink the water. I contracted strongyloides there.

I would say Spain as it is probably safer than Turkey. But choose which one that appeals to you both the most and within your budget. Have a happy holiday which ever location you choose.
