At the sign and not a foot before. The same for the other way as well. That is why they put those "Reduce Speed Ahead" signs up, so hopefully people will slow down.

The speed limit is at the point of the sign, so if you are doing 40 and see a 30 sign you will have to had slowed up to 30 at the point of reaching the sign.
And if you are in a 30, you can not start speeding up over 30 till you reach the sign that says 40.
Except in a few speed trap towns I don't know of police officers that radar right at the sign, they normally go back so many hundred feet. Some cities or states have laws that the officer cannot radar within so many feet of a speed change.
This does not effect thier tracking you while following you

close to the sign ... i was driving in a 45 and came to a sign with a 30 ... a cop was right behind me and i let off the gas at the sign about and was coasting down without brakes ... of course he banged the lights on and pulled me over a couple hundred yards past the sign .... he asked me if i saw the sign and if i knew the limit... i said yes i was coasting down ... so he let me go with a stupid look on his face .... i dont think he knew either lol ...and im sure if it went to traffic court it would get thrown out if you got pulled near a sign ... but i would say when you see a sign start getting ur speed adjusted so that when you pass it you are close to the posted limit.

At the sign. That sign marks the beginning of the area zoned for 40 mph.
Who cares? No one pays attention to speed limit signs anyway!

the 40 zone doesn't start until the sign, same for the 30, so wait until the sign because they could stop you and cite you, in my town it is 25on main, there is a hill and it doesn't change until the bottom of the hill to 35, its a good little speed trap and they know that and use it

Neither -there is no need to change speed if not necessary. The 40mph could be Maximum speed. If the 40mph meant to be minimum speed, and the road is congested, it will be an accident if I change speed.
Assume the way is clear and 40mph is minimum speed, then - "when I see the sign". I will not know the speed limit if I don't see the sign.
