Gosh... why do you think that is?
1. God, being Omniscient, would know when evil was about to occur.
2. God, being Omnipotent, would have the power to prevent it.
3. God, being Omnibenevolent, would want to prevent it.
4. Evil is not prevented.
Conclusion: Either God is unwilling or unable to prevent evil. If God is unwilling, He is not Omnibenevolent. If He is unable, He is either not Omniscient because He doesn't know when it would happen, or He is not Omnipotent because He can't do anything about it, or both. Because evil exists, a God that is defined as omniscient, omnipotent, and omnibenevolent cannot exist.

No. Your Omnipotent so you can see the full picture. Those thousands dying set into motion a chain of events that stops some guy 100 years from now from blowing up the Earth. One event has a ripple effect affecting not just those directly involved with the incident.

God is the giver of life and has the right to end it when he chooses
people can do evil and at the same time God intend the same action for good and this is seen in the stories of
1) Job
2) Joseph
3) the cross
you do not know what danger was avoided or what greater good might come out... in the far future perhaps

you got this idea in your head of what god is and what god isnt and what it should be able to do and we see that that image isn't realistic,
and we hope there is something out there when we die we just dont know what
all these clowns who said jesus and all that its all well and good but doesnt help in the here and now
the whole point cant just be to be here and have it have no meaning
pain has a meaning
suffering has a meaning
it only illustrates that the god if it exists cant intercede to stop all evil on earth and that good must act

In the eyes of the law, no.
Some states might actually try to hold you accountable, but they
will in no way give you anywhere near as bad a punishment as
the one who actually instigates the killings.
As for the term "evil", etc, it smacks of some sort of religious
connotation - and your milage will vary from religion to religion.

Maybe humans are simply incapable of truly understanding God. Even though we were created in his image, we weren't created exactly like him. That probably means he's a far more intelligent being than any of us. But that's just my opinion.
