Most cars (maybe not some SUV's and such) are in fact designed to drive as fast as they can in a safe way. Limit is mostly horsepower, but most really powerful cars are speed limited at 250 km/h. This is because above that speed the cars could become unsafe (tires could blow up and such).
Why not limit the max. speed to a lower velocity? 250km/h is indeed rather high on public roads, I drive 60000 km / year in Europe and the States, and would reach the max speed of my own car (240km/h) only a few times a year.
The question is to what velocity we would need to reduce to then...? A safe velocity depends on what road you're on, what the weather is like, how the traffic is like, what car you're driving in and last but not least, your own driving experience. Legal speeds depend from country to country, and road to road from 10 km/h to unlimited. Plus for safety reasons it will always be necessary for cars to go over the legal speeds in special circumstances, eg when overtaking an other car and suddenly an obstacle pops up.
Probably teh future will be for intelligent telematic systems which will push you to reduce to local legal speeds by giving tactile and noise signals, but allways with an overrule option for the driver
