When a dog whines oyu should give it what it wants, or hide it. Usually when it whines it will see something it likes.
When it is whining out of nowhere, and it is to annoying, I would yell its name out, but in a nice tone.
Example 1- My dog, capone is whining while I am eating dinner. I will ignore him, finish my food, and leave the area where you normally eat (because he knows he will have the highest chance of getting foofd there.
Example 2- My dog, capone is whining as I am typing this message. (He really is to ) I say nicley, Capone! And then pat him on the head or something.
DO NOT resolve to hitting him or abusing him to get the job done.

First of all how old is the dog in question?
If it is a puppy you may need to check the basics like do they need to go outside, are they hungry, etc. etc.
If it is an older dog you should still start with the basics and if none of these seem to help you will need to dig a little deeper.
What I mean by this is if your dog still whines after you have checked the basics physically check your dog for injuries. They may have sprained a leg or foot. Or they might have a flesh wound you didn't notice. If after you have done this they are still whining maybe its time for a trip to the vet. Your dog may have something going on inside that is causing the whining.

Well, I guess you have to know what the dog is whining about? My dog whines when she wants outside, so that is my que to let her out so she can do her stuff. Her dog could be bored, frustrated and wants to play, could be wanting to go outside and play/go for a walk.. Could be a number of things. His first season is out on DVD. He's the Dog Whisperer (in case you don't have the National Geographic Channel).
He's great with the dogs and he's also pet friendly.

Give him or her a bit of attention, give him a toy he\she likes. Last resort give him a piece of your clothing (towel - old shirt or pants) with your scent on it. This calms my whiner very well.
