AND you are right by the way... "subject of the jurisdiction thereof" only pertains to U.S. Citizens, not those on tourist, working, or student visa's, etc...
It is the governments duty to investigate the case. They have been showing a great lack in the sense of doing just that-- according to SS and Medicare, etc...

Well, Trip, unfortunately, the way i understand it is , if a baby is born in the U.S. then it is a citizen. And they let the ILLEGAL parents STAY, to take care of the kid. The kid is then "entitled" to all the benefits of a citizen!!This is the very reason, so MANY of them come here to have those kids!!!! Illegals KNOW these laws, and they ABUSE them!!!!!!!!! They should have been changed thirty years ago!!!! If both parents are illegal, then the kid should be ILLEGAL!!!!!
