Some males squat, especially if they are not a dominant. My lab squats in our yard at home but hikes when he goes out in the neighborhood and smells all the other dogs' marks. Your pup is normal whether he squats or hikes.

Is he still entire, that is un-neutered? If not, he most likely never will lift his leg, that is the one benefit of sterilizing early.
If he is still entire, it takes time, my male who is 7 months old does not lift his leg yet.
Some dogs mature faster than others, some dogs need to be taught, I am not kidding, some just never get it.
Have him hang out with other mature males that lift the leg and he will catch on. That is if this is what you want.
