Even the windows XP login screen is messed up with a halo theme, same with the startup screen, does anyone know what this is and how I can change it?

I don't know how to fix it, but when you do,
go to Control Panel >User accounts and give the little monster the guest account.
Then he won't have access to anything but the basics & can't do it again.

even login screen, that means your brother has access to system priveledges, theming was something Windows had for very long time; changing it in Control Panel->Display.

Right click on the desktop and choose "properties". Then go to "appearance". Item should be set at "desktop" and scheme should have nothing in box.

go to display in control panel then go to themes. Then "get more themes on line". Or you can use one already on your pc
