Actually we have many underwater "dwellings" right now.
Since the oceans are far larger than the land, and we are really having a hard time keeping the land and air clean, I think we will be seeing practical underwater living (small cities) in the next 50 years. By then we should have harnessed fusion (cold, hopefully) and the thrill of going into "inner-space" where being much lighter but not with all the problems of weightlessness will attract a lot more people than outer space. Even nearby space is getting crowded. The ocean offers much more and we don't have to travel so far to see some of the most alien forms of life anyone has ever seen.

The rate which the earth heats up is rapidly increasing. The polar regions of the earth is melting as we speak. Unless we start to lessen our C02 bi-products, the earth will be flooded with water.

In a few decades, if the heating doesnt stop, low leveled countries such as those in the equator will be unhabitable due to flooding. and in a few centuries, the whole earth maybe flooded. So, the idea of underwater cities is not too far away.

If the global warming doesnt decrease or stop, We may have to live under or above water.

Well NASA was having a project for missions out of the earth to be in Eros that is a satelite of Saturn, anyways so that is a planet made 95% of water. So they were making some underwater cities and it worked, dunno when will happen though.

I assume you mean some form of enclosed environment on the ocean floor. It will happen when enclosing the 'city is economically competitive with building on land. We still have plenty of land. I know some people will disagree with that, but the evidence is on my side.

i think of of i ought to go with a city interior the sky,via way of fact i think of of each and each component non violent and many clouds,which sounds like a beneficial ecosystem. i should be scared underwater,via way of fact of sharks haha

I figure it won't really happen until we get the ability to give people gills to breathe. We could use these to supplement the lungs thereby giving us truly drown-proof ability.
