I recently moved to germany. We got cable installed in our house today, they gave us a small box that plugged into the wall and then used a SCART plug from the back of the box to the TV. US TVs do not have SCART so I bought a cable that was SCART on one end and on the other it was the Yellow Red White plugs. When i plugged it in the video came in choppy and unstable and I could see nothing. What do I need to do to get my TV to work

Likey, in case you will get it the AC voltage the label specifies, and it relatively works with NTSC video, or you could rigidity your video source to 720P or greater desirable. The tuner won't artwork in any respect.

USA are using the NTSC system and 110V, in Germany it's PAL and 210V, which are not compatible systems... Change your TV.
