God didn't "use" the laws, He created them!
"Modern" physicists just figured out how to use numbers to describe what was happening around them... Many had been known in ancient times but "forgotten" when the catholic church disagreed with it... The equatorial circumference of the earth was calculated to good precision by Eratosthenes about 1700 years before Columbus. It was known to be round until the pope decided otherwise.

I'm pretty sure God didn't wait until Newton, et al, "invented" their laws to create the universe.
Whether or not God exists, he definately came before those guys, and thus must be a very smart person.

LOL because if he used something else, there wouldnt be a Newtons law, or newtons law would be completely different.
You act as if God took what newton discovered and then created it, its other way around, newton took information from what already was.

God exist even before the birth (creation ) of the universe. These scientists were made the laws based on the thing which were already exist. actually these laws helps us to understand God's creation more meaningfully.

The simple answer is "because it suited him" these laws are what gives the world it's contrast and structure. But there just mechanisms.
I wouldn't read to much into them, they are not the answer's to the important questions.
Just like you wouldn't look inside the hood of your neighbor's car to figure out why he's driving to the store.
Furthermore the rules you speak of are observations and deductions of natural forces.(just labels)
That's why we subject them to change as we learn more about the universe.
