Yes, or at least, we all should be. The most ancient roots of that phrase comes from Jesus' quote of Deuteronomy of the two great Laws:
1- Love God with your whole mind, your whole heart, and your whole spirit
2 - Love your neighbor like your self.
After Jesus said this, someone in the crowd asked, "Lord, who is my neighbor?"
Jesus responded with the Parable of the Good Samaritan. By this (without going into the culture of the day), he basically meant everyone. Basically the equivalent of me saying that of Israel and Hesbolah, get it?
So yes, we are here to take care of each other, no matter who they are.

Not in the literal sense. I guess a better way to put it is to love your neighbor. If everyone were to do right by their neighbor then all would be good in the world.
