All of the above! There are Al quaeda supporters along with anti-terrorist factions in Pakistan. Unfortunately, Pakistan has a dictatorship that could go south, once Musharraf steps down or is forced out. That would not serve well, the anti terrorist faction.

Pakistan is a wild card in anybody's vocabulary, and could swing either way, depending on what happens internally. Given that it is a muslim country, the odds are such that it supports more than it is victim to terrorism.

Every nation in the world must do everything possible to fight terrorism. Pakistan could do more as evident by the question.

I believe Pakistan should be more aggressive and not leave the matter to be judged. Therefore, because Pakistan is not doing enough, I would have to say Pakistan is at fault, irresponsible at best. And, I believe, Pakistan is supporting Terrorism by absentee authority within its borders.

As a government, Pakistan is guilty of supporting terrorism.

come on now, every country supports or has supported terrorists in some way for whatever reasons. At the time they support them they don't call them terrorists, but when they are against them, they are terrorists.
The Russians were being killed by the stinger missiles and were calling the people who were firing them on the mountains of Afghanistan terrorists, they were considered to be friends of the Americans because they were killing the then enemey, which was Russia. And now America calls its old friends the enemy, terrorist or now the new one is Islamic Fascists.

I know, it's confusing and there are millions of examples but I couldn't be bothered.
It's all about the politics.

If you watch only one conspiracy documentary ever, make it this one. This just might be the best introductory video out there. Understand that every claim made in this is fact, not opinion, no matter how wild it sounds. It's all easily verifiable through mainstream news archives and public documents.
