The 'best" will probably be a prescription; assuming by best you mean fastest.???It also depends on whether you want to lighten a birthmark, melasma, age spots, dark knees and elbows???? There are lots of things to consider; BUT if it is a small thing than just buy whatever skin lightner has the most active ingredient for the money. Start sparingly on DRY SKIN. Use it and wait to see if you get an allergic reaction; if not...then apply twice a day, always apply sunscreen(or you are wasting your money) this will take weeks to months to see a result even If you go to a doctor...good luck..
