I don't want to listen to them being neutered, as an albumb, blondie... ahrrr. my god your dumb... really... I need a "list of times the operation has been performed" on a certain breed of dog, in my area... so I may be able to find where my dog was neutered, (he was neutered before I got him) so I can go there and ask them a few questions about his health and medical records

You're out of luck.
I know at many hospitals they will keep a record of the owners name, sex of animal, operation, and species (dog, cat, etc) only for a log of the drug use for a specific date.
I know if someone called where I worked and needed info, there would be no way to look it up without the owner or person who brought the pet in last name as well as the date of the surgery.
If you know the original owners name and an approximate date of surgery you MAY be able to get info, but still unlikely as vets, just like human doctors, cannot release medical information to anyone but the owner as listed on the chart without permission.

Your not going to find a record unless you make a list of every vet in town and go around asking them.

why would you want to listen to dogs being neutered?
