If this guy keeps looking at you, it's obvious that he is interested in you. You may approach him and offer a hand of friendship, if he accepts, you know for sure that he wants to build up the friendship that could lead to a intimate relationship (that's only if you wanna get intimate with him). some guys are like that. they lie you but are to nervous to say anything. i had an experience like that too. i doubted him sometimes, only because he was to nervous to talk to me. even when we were together.
