May be the one was busy in meeting as his job may demand and call back as soon as the meeting is over,or may be they were away from the phone.What matters is the response from them.If they wanted to avoid you, they can easliy do so under one pretext or the other.But the very fact that they call back as soon as you leave avoice mail shows that they value your relationship and you.Just because the one with whom you want to be in relationship not answer the call may be due various reasons but if you are going to be sensitive about such things then better change your way of thinking.It could ruin your relationship in the long run.Change your attitude.What if they also think in the same line?What if they thought its only voice mail,let her call again i will answer.So ego clash must not have any place in your relatioship. Give and take policy is the best.

Apparently she is not interested in taking the call as soon as possible and she must be scanning her calls. I think it is time to find someone else to be in a relationship with, someone that is as interested as you are.

Maybe because they don't your phone number or maybe they screen all of their call because they don't want to talk to a certain person.

They really are not interested. They want to know why you are calling them before they talk to you. If they want to talk to you, they wouldnt be screening.
