Although you should go to the doctor, he will tell you that prolonged exposure to sunlight, or interaction with chlorine (ex. pool, hottub) will cause a rash to a new tattoo. It can also cause permanent damage to the tattoo.
Also, when larger tattoos heal, they scab and peel just like a regular wound, and this can cause itching. It will appear like bumps because it IS actually sticking out of your skin just like a normal scab would. This will go away within a week if this is the case.

If possible you should go back to the tattoo shop you went to and ask them about it. Then I would go to a doctor and get a blood test done, hopfully you didn't contract anything. Your body may have just refused the ink and it's not a problem, exept the fact that you paid for a tattoo and it's gonig to be messed up a bit. Go to your tattoo shop then to a doctor. Hopefully the best turns out, but you have to be careful when getting tattoos.

Dude Hope you went to a reputable one. Is it in the healing process? I see you say you have 3 other ones so obviously you know what they are supposed to be like. Good luck and if it get worse see a Dr.

Could be anything, allergic reaction to the ink or all sorts of things. I would say go to the doctor.
