Kind of. Hair spray contains alcohol which, though not proven, has been known to have a drying effect on the scalp. That causes an unhealthy scalp which I guess could lead to balding.

No but if you use too much and make it too hard then you go pulling at it and breaking your hair is breaking it not pulling it from the root and stopping the hair never to grow again.
