I always hear Texas and California. Are there any other states that come close?

Salsa clubs or take a LA RAZA class in any college. Also, try going to church at Spanish-speaking masses. If that doesn't work, go to a Latin pop concert.

As for cities, LA and San Jose in California and definitely Miami, Florida.

Well sure all the border states will have larger hispanic communities. But the US is a melting pot, you will find people from all around the world in every state I gather. Even here in Alaska there is a community of Hispanics.
Try clubs that have merengue/salsa night, colleges may have organizations such as spanish clubs, hispanic clubs. If your hispanic community is large enough in your town they may have a local store containing a message board.
