Assuming that you're looking for a compact camera, the SD700IS is top of the line, and a recent model, so I wouldn't expect anything to surpass it very soon. However, at ~$450 it ain't cheap. And you'd need to look real close at the photos to tell a difference between it and a number of other much less expensive models.
There is ONE camera that I think can compete with the SD700IS. Each have their own merits. But the Fuji F30 is truly a unique little machine. If you want to take natural light indoor shots- instead of an annoying on-board flash- it's the ONLY compact camera. It's ISO800 is near noise free and the ISO1600 is pretty dang good. This resolution is right up there next to the Canon, although it does have a bit more purple fringing if you don't watch the aperture. I'd say it's overall, a better camera, but takes someone who knows how to use it to get the very best shots out of it.

The SD700 just came out a short while ago, I got it right after it came out. It is a great camera, there are no new features you need to wait for. It is the first pocket size camer with an IS, and it is a miracle. i still get a few blurry shots, but the results are so much better than other cameras. The features on the camera are top notch, all the bells and whistles you would ever be looking for, more megepixel than most people would need, and you can even buy an underwater housing for it. I highly recommend this camera, and I know a lot about cameras and photography, so it's good advice, I promise.

It really depends on your usage requirements! This is a decent low end point and shoot camera with a few nice features. If you just want to take snap shots it is fine.
There are many many better cameras than this if you want SLR multi lens camera, but they come with a high price tag. Check out Nikon, Olympus and Hasselblad for a good camera.
