eat at The Ivy and pick up the tab for a celebrity's table. if you go there for a later lunch (like between 1 and 3-ish) the chances are very high you'll see a celebrity there, assuming you sit on the patio. everyone from Eva Longoria to Lindsay Lohan to Steven Spielberg to Madonna eats there. when you see someone famous eating near you, ask your waitress if you can pay their bill and then don't leave before they do (because when the waitress tells them someone already took care of it, they'll ask who) and then chances are they will approach your table, say thanks, etc.

that's the best way IMO to meet someone famous (not on a fan-to-celebrity basis) at random without being formally introduced

Celebrities are human beings. When they stray from their homes they tend to go to the same kinds of places that you or I would. If they are convenience shopping they tend to go to the nearest local liquor store, laundry, or service station to their home. If they are looking to enjoy a meal out, they may go to a unique restaurant or they may go to the nearest McDonalds. I've seen a gaggle of celebrities at a large hotel restaurant closer to the entrance of Universal Studios of all places. Most celebrities have money and tend to live in the wealthiest zip codes. There are websites where you can find the per capita income per zip code, but it is fairly clear that Beverly Hills 90210, Santa Monica 90405, and West Hollywood 90069 would be celebrity friendly locales. Remember that celebrities do not always look like themselves when dressed down and they tend to drive very out-of-date cars to avoid attention. Meeting a celebrity is very easy to do in Los Angeles. The question is - what do you say to them when you've met them. "I would love your autograph" is fairly acceptable but only gets you so far. Also remember that if you forget a celebrity's name and say something stupid, your acting career will be over before it ever got started...

The only way I have heard of a person meeting a celebrity is if they win a concert, or on their dying bed.

Warner Brothers studios used to hire temps from Accountemps, that's how I saw lots of celebrities. I wonder who else they use? Actors actually eat at the commissary, though the famous ones usually eat in the the private area to protect them from the curious. Mostly you will see them between shots, taking a break, as you walk through the studio.
