You are putting your seat in the upright and LOCKED (key word) position. When your seat is reclined, you risk more severe injuries in an emergency. Example, on a aborted takeoff, you are zipping along at about 180 miles an hour or so. Just before takeoff, the takeoff is aborted, and the pilots slam the brakes full on. If your seat is not locked, you are at the mercy of the laws of physics, and will probably end up two or three rows ahead of you, or at the very least , flattened against the seat in front of you with a broken arm, neck, or whatever. It's actually quite serious, if you had ever been in one of these situations , you'd never recline your seat again.
As for the window shades, some Flight Attendants like to have the passengers open the window shades, especially at the exit rows. The main purpose oif this is safety. In an emergency situation, it is one less thing to do to evacuate, and allows a clear unobstructed view of escape, fire, etc. It is not a Federal Aviation Regulation, but is a practical and safety related request.
An example would be the Air France flight in Toronto a couple of years ago. Ten seconds before that happened, everything was business as usual in the cabin. Emergencies happen that fast. Imagine you are just about to touch down for landing, you land, and immediately the aircraft is one big fireball. Not really alot of time to fumble with the window shade.

Straighten your seat so that the passenger behind you can also adopt the crash position by leaning forward with the hands behind the ears. Open the window slider so that passenger is alert to any fire with engines, for rescuers to see you from outside, and also because the cabin lights may dim during the take-off/landing.

The window shade is also open so that crew can see if any problems on the wings and alert the Captain.

In case of a mishap - crash. :-\ Your seat in the up-right position helps to keep you in it. If you were laid back you could slide out under the seat belt. The window shade helps rescue to see - locate - you.
