Crime will never go away 100% of the time, no matter how totalitarian you want to be.
To reduce crime:
- Legalize drugs. Tax the crap out of them, and they will still be 1000% cheaper, and all of the crime associated with drugs will go away completely. Also, with so many resources freed up, police can start going after violent criminals, have the jail space to store them, and we can give all the police a gigantic raise (a lot of them will need it after they lose their bribe money from drug criminals!).
- Educate our populace completely. Give the schools one power to do this by making it very difficult and expensive to sue schools. Also focus on the at risk kids, and work to instill in them the greatest thing anyone can have: Hope.
Those two things alone would DRASTICALLY reduce crime.

Make the punishment enought to deter a majority of the criminals, use technology to assist the police, and make the laws tough but fair!
Still, there will always be crime!

Change to a Totalitarian government, declare immediate martial law, and have every crime punishable by either immediate execution or exile to a prison state (Lets use Florida).

We need to actually use the punishments we have instead of letting most people off. that's what the government needs to do.
Everyone else needs to take responsibility, and learn to protect themselves and keep themselves from becoming a victim

Sorry but the government can NEVER make things perfectly safe for everyone. You have to be able to defend you and yours. This is why you need to support YOUR right to own firearms.
