I don't see why not. If you can transfigure beetles into coat buttons; a tea cup into a hamster; a mouse into a tea cup; and stuff like that, then changing water into wine should be a snap. Regarding the transfiguration of water into rum -- I wouldn't be surprised if there wasn't some kind of counter-charm on Hogwarts to prevent that sort of thing. Those sort of preventative measure exist for other sort of questionable acts. Even if there is no counter-charm, the kid was a Ickle Firstie at the time, so that is no indication of whether it could be done by a competent wizard.

Thats just transmutation, I am sure that at the very least McConagal (pardon spelling) can, probably not a difficult spell to cast.

that one kid tried the spell to turn water into rum... it didn't work as far as i know.
