Baking soda and peroxide are not really whiteners. However, they will make your teeth whiter in that they help remove the plaque that sometimes leads to discoloration.

Baking soda is a very mild abrasive (even less abrasive than the grit found in some commercial toothpaste) and has been used by many people for decades to brush with.

Peroxide will help kill the germs in your mouth and promote healthy gums.

Neither can actually whiten teeth, but they will either bleach (peroxide) or scrape away a layer of enamel (baking soda). Neither are really safe to use on teeth and I've found that baking soda toothpaste just makes my teeth really sensitive.

I heard that carbamide peroxide whitens teeth. I also heard that lemon juice or urine works, but they destroy the tooth enamel...
