Collars are great for their tags but I would recommend a small harness because there is less stress to the neck area, and it is supposed to be more comfortable for them. The harness may be a little more expensive but not by much.
I use harnesses on my Miniature Pinchers.

that actually depends on the size of chihuahua, I have several chihuahuas (4) and the two larger ones can use a collar, and the other two use a harness, because I have yet to be able to find a collar small enough for them. My two larger chihuahuas weigh from 6 to 9 lbs.

Use a chest harness to attach the leash to the dog, not a collar that would put pressure on the tiny throat. If you can’t find a small enough dog harness, a cat harness will work.

A harness is best, they can't choke themselves when you're walking them and since they're so small, it wouldn't take much or incase a child grabs their collar - a harness can't hurt the dogs and you have more control. Get a small harness - extra small is for small breed puppies.

For a small dog you should use a harness with the leash. They have small necks and you can end up collapsing their tracheas if you pull too hard on a collar.

Because of their tracheas you should use a harness on a chihuahua so as not to damage their poor little necks.

Always use COLLAR for pets if you don't want them to hurt their necks when they run or..... (just imagine someone put a collar on your neck)
