I recommend reading everything you can find on the subject. Yes, even the bible. Scott Cunningham's Living Wicca is a good book to start with and a good one to share with your parents as well. It well help prevent them from freaking out about your interest but not a guarantee. Buckingham can be dry, Silver Raven wolf can be really repetitive. Patrica Telesco has some interesting things to say and I really enjoy and recommend Amber K. Study other faiths as well so you know about how others practice.
Until you are 18, you have to have your parents ok before anyone will teach you anything. Even then you have a few years of solo study as many will not even teach you until your 18th birthday. Just be willing to do a lot of practice and know that Wicca is a religion and a faith and not just a way to do magic and cast spells.

For a 13 year old I recommend anything by Scott Cunningham.
Guide for the Solitary Practitioner and Living Wicca would be 2 good ones to start with.

Any of the books on the booklist at http://wicca.timerift.net are great to start out with, and the website itself is a good starting point.
I'd recommend Janet and Stewart Farrar's "The Witch's Bible" as far as books go.
Oh, and I have to second to stay away from Silver Ravenwolf. Please. Her stuff is crap. And if you read the website I have above, you'll find out why.
