1 hop. He just hops onto the rock. Besides, he can't walk on water, or hop on water. If he did hop more than once, that would mean that at least one of his hops was made while he was on water. Impossible. Now I don't know if you were just looking for a one number answer, but I felt like I should explain my reasoning to you. Hope I am correct!

Since his beginning previous hop is nothing, whenever he hops, he hops half of nothing, therefore never making it to the rock.

However many from where he started to the rock plus 2 hops from where he jumped back half at the start.

this could be overthinking it but, you only mentioned one rock and frogs could be amazing creatures but they can't hop on water.....so he won't get to the rock in this little story.
