If your talking about the automatic shoulder straps that move when the door is open and closed, it's would have to be either the fuse or the switch sensor for the door lock or the motor itself. I'd go after the fuse first since they are cheap. Or unplug the place where the motor is to move the seat belt and test to determine if there is electricity making it down to that point with a Volt-Ohm meter.

But diagnosing something like this over the internet I can only do so much.
