When you find out let me know because I would like to file a complaint also. I would tell them how much of a lousy job they are doing by not preventing/eliminating illegal immigration.

the case was probably held up by the FBI background checks that come at the end of many I-485 cases, this is pretty common. You may wish to contact the USCIS (no longer INS) for details their number is 1-800-375-5283.

Or, you may wish to have your friend contact a senator or an immgiration lawyer for more help. they often have contacts that the average person does not.

Since INS no longer exists, you might have a little trouble.

And if every living soul on earth wasn't desperate to get to the US legally or illegally and stay as long as possible by hook or crook, maybe DHS wouldn't be so swamped with legitimate and fraudulent applications for every kind of benefit under the sun that they could finally get around to your friend's paperwork.
