When I use layers in Dreamweaver for layout and the site looks perfect, why do the layers move into different positions when I view the site live in a browser?

Is there something I can do to prevent this?

I have noticed browsers have two troubles with absolute positioned

,
1. a different browser may place the layers with different offsets from the non-layer portion of the page, and
2. the location of the html
within the page can confuse the browser about the location of 0,0 coodinates. That is, the layer is placed with respect to the location of the
section.

For the first case, try placing all of the page content into a layer, so each and every portion of text/image is a layer. Then each one gets placed with the same coordinate system!

For the second case, I manually editted the html and moved the
section earlier in the file, and this seemed to help.
