Speaking in Tongues is normally referred to Baptism of holy spirit or born again.

John 3:7 Marvel not that I said unto thee, Ye must be born again.
3:8 The wind blows where it pleases and you hear the sound thereof, but you can not tell from where it comes, and where it goes so is every one that is born of the Spirit.

According to Christ there is no sign of being born again.

But he is talking to a religious teacher that means it has a very deeper meaning rather than a simple sign.

Remember the Babylon:

Genesis11:9 Therefore is the name of it called Babel; because the LORD did there confound the language of all the earth: and from thence did the LORD scatter them abroad upon the face of all the earth.

Confusion of languages

Acts 2:7 And they were all amazed and marvelled, saying one to another, Behold, are not all these which speak Galilaeans?
2:8 And how hear we every man in our own tongue, wherein we were born?

The language confusion was removed.

To spread the Gospel to the world in all languages.

Well it is a complicated study but this the simplest way I have right now to explain where as I can lecture it for hours.

BAPTISM
Mathew 28:18 And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
28:19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
28:20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, [even] unto the end of the world. Amen.

We should not baptize and we should not be baptized until we have learned the bible and fully understood who is God the father-Jehovaah, God the son- Yeshua(Jesus) & God the holy ghost- the holy Angels.

Let me explain. Read all written below.

5:1 Now Naaman, captain of the host of the king of Syria, was a great man with his master, and honourable, because by him the LORD had given deliverance unto Syria: he was also a mighty man in valour, [but he was] a leper.
5:2 And the Syrians had gone out by companies, and had brought away captive out of the land of Israel a little maid; and she waited on Naaman's wife.
5:3 And she said unto her mistress, Would God my lord [were] with the prophet that [is] in Samaria! for he would recover him of his leprosy.
5:4 And [one] went in, and told his lord, saying, Thus and thus said the maid that [is] of the land of Israel.
5:5 And the king of Syria said, Go to, go, and I will send a letter unto the king of Israel. And he departed, and took with him ten talents of silver, and six thousand [pieces] of gold, and ten changes of raiment.
5:6 And he brought the letter to the king of Israel, saying, Now when this letter is come unto thee, behold, I have [therewith] sent Naaman my servant to thee, that thou mayest recover him of his leprosy.

5:9 So Naaman came with his horses and with his chariot, and stood at the door of the house of Elisha.
5:10 And Elisha sent a messenger unto him, saying, Go and wash in Jordan seven times, and thy flesh shall come again to thee, and thou shalt be clean.
5:11 But Naaman was wroth, and went away, and said, Behold, I thought, He will surely come out to me, and stand, and call on the name of the LORD his God, and strike his hand over the place, and recover the leper.
5:12 [Are] not Abana and Pharpar, rivers of Damascus, better than all the waters of Israel? may I not wash in them, and be clean? So he turned and went away in a rage.
5:13 And his servants came near, and spake unto him, and said, My father, [if] the prophet had bid thee [do some] great thing, wouldest thou not have done [it]? how much rather then, when he saith to thee, Wash, and be clean?
5:14 Then went he down, and dipped himself seven times in Jordan, according to the saying of the man of God: and his flesh came again like unto the flesh of a little child, and he was clean.

In this manner the washing away of our sins is must but not until we have faith.

3:1 In those days came John the Baptist, preaching in the wilderness of Judaea,
3:2 And saying, Repent ye: for the kingdom of heaven is at hand.
3:3 For this is he that was spoken of by the prophet Esaias, saying, The voice of one crying in the wilderness, Prepare ye the way of the Lord, make his paths straight.
3:4 And the same John had his raiment of camel's hair, and a leathern girdle about his loins; and his meat was locusts and wild honey.
3:5 Then went out to him Jerusalem, and all Judaea, and all the region round about Jordan,
3:6 And were baptized of him in Jordan, confessing their sins.
3:7 But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come?
3:8 Bring forth therefore fruits meet for repentance:
3:9 And think not to say within yourselves, We have Abraham to [our] father: for I say unto you, that God is able of these stones to raise up children unto Abraham.
So the message of the Elijah- John the Baptist is also similar that repent and be baptized.

Repent of your sins.

How many types of baptism.- only one baptism.

Ephesians 4:5 One Lord, one faith, one baptism,
4:6 One God and Father of all, who [is] above all, and through all, and in you all.
4:7 But unto every one of us is given grace according to the measure of the gift of Christ.
4:8 Wherefore he saith, When he ascended up on high, he led captivity captive, and gave gifts unto men.
4:9 (Now that he ascended, what is it but that he also descended first into the lower parts of the earth?
4:10 He that descended is the same also that ascended up far above all heavens, that he might fill all things.)

procedure of baptism:

John 3:23 And John also was baptizing in Aenon near to Salim, because there was much water there: and they came, and were baptized.

So there has to be much water needed for baptism.

Significance of the baptism:

Colossians 2:12 Buried with him in baptism, wherein also ye are risen with [him] through the faith of the operation of God, who hath raised him from the dead.
2:13 And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses;
2:14 Blotting out the handwriting of ordinances that was against us, which was contrary to us, and took it out of the way, nailing it to his cross;

Therefore the significance of BAPTISM (the word baptizo in Greek means submerged, dipped) is that as Christ died and his dead body was put in the grave and was raised from the dead similarly we who are dead in our sins significantly our put to death under water and raised to new life in Christ.

Importance of Baptism:
Public declaration of our relationship with Christ.

2 Corinthians 5:17 Therefore if any man [be] in Christ, [he is] a new creature: old things are passed away; behold, all things are become new.

Amen

Complete Immersion. From the definition of baptism as stated earlier, it is clear that baptism is complete immersion or submersion in water, not a mere pouring or sprinkling. The Bible examples of baptism corroborate this fact. Jesus was baptized in a sizable river, the Jordan, and after being baptized he came “up out of the water.” (Mr 1:10; Mt 3:13, 16) John selected a location in the Jordan Valley near Salim to baptize, “because there was a great quantity of water there.” (Joh 3:23) The Ethiopian eunuch asked to be baptized when they came to “a body of water.” They both “went down into the water.” Afterward they came “up out of the water.” (Ac 8:36-40) All these instances imply, not a small ankle-deep pool, but a large body of water into and out of which they would have to walk. Further, the fact that baptism was also used to symbolize a burial indicates complete submersion.—Ro 6:4-6; Col 2:12.

Historical sources show that the early Christians baptized by immersion. On this subject the New Catholic Encyclopedia (1967, Vol. II, p. 56) states: “It is evident that Baptism in the early Church was by immersion.” Larousse du XXe Siècle, Paris, 1928, says: “The first Christians received baptism by immersion everywhere where water was found.”

I believe in recieving the Holy Ghost and being baptized. Being baptized confirms your devotion to the Holy Ghost but you dont have to do a full dunk in the water to be considered baptized, different churches do different things when baptizing someone

I do. Having the Holy Ghost is a requirement to get into heaven, but being baptized isn't.

You kinda phrased that funny, but I do. To be baptized, you must be totally immersed, but to receive the Holy Ghost you must have the laying on of hands byt those who hold the priesthood. Just plain getting baptised doesn't give you the gift of the Holy Ghost.

Receiving the Holy Spirit, yes. Baptism only as a means of communicating to the world that you are saved and are obeying our Lord's call to be baptized. It has nothing to do with salvation.
