If you have children .. use them as an excuse .. !
If you don't just let her know ... the walls aren't too thick in the house and you and your wife can hear nosies coming from the basement at night sometimes and to maybe get a freakin' radio or something ...
You all are mature adults .. there shouldn't be any reason why you can't talk to each other about this ... and why would your wife let you do it .. I am not a lady but I do think you would be wrong to say anything to her. Just because she lives in your basement has nothing to do with it, she is in her home, in her bed, and that is her private time to spend the way she wants to. Mothers,fathers, and grandparents want and enjoy sex just like younger people do. Where is she suppose to go if not in her room? If she hears you and your wife making love at night do you think she should speak to you about it?

It all depends on how much it bothers you. If it really does bother you, you should confront her about it. It it doesn't bother you that much, try to cover the noise or tune it out.
You mother-in-law might be relieving some stress that she would otherwise relieve in anger towards you.
