An average IQ is defined as 100.
To get into Mensa, you need a score that puts you in the top 2% of the population. For most IQ tests, including the Stanford Binet, you need an IQ of 132 or higher to get into Mensa.
IQ scores are generally considered to follow a symmetical curve. Thus on the low end, you might say that a score of 68 would roughly correspond to 132 at the high end - in other words, roughly speaking, the bottom 2% of the population would have an IQ score of 68 or lower.
Before obsessing too much about IQ scores, keep in mind that there are many forms of intelligence, and some of these can't be evaluated well on a standardized written test.

A low IQ, would be below 90
An average IQ, would be around 100.
A high IQ, would be around 130 and up.
The higher IQ's around 160, and up, are regarded as extremely intelligent, and some are in MENSA, the organization comprised of those with such IQ's.

Average is 100. Thus, a 'low' IQ is less than that... and a 'high' is above.
There's a bunch of other designations, gifted, genius - slow, retarded... but they all revolve around what is considered 'average'

I took an IQ test 2 years ago and my score was 131!!! I don't feel that smart really, so go figure...
