Spend the money and treat yourself to a good salon hair cut. They'll use these cool nifty scissors that thin out your hair, but doesn't cut off any length. Be careful with the layers, if there's too much then your hair will puff up.
Also there are really good hair products out and about that will help maintain your hair to feel soft and keep it under control. My favorite is RUSK. Look for sales for it. Test out hair produces that work best for you. Oh! Garnier has some good stuff too for cheap!
Good luck with the hair!

You can visit a stylist and get them to thin it out. This is usually only recommended for certain hairtypes or styles -- and it seems like you are a candidate. Just make sure you find a good hair stylist, so ask around for recommendations.
But don't be alarmed, this is not a chemical process. It's just a technique with cutting/styling. They should also show you different ways to manage your hair.

If your hair is curly do not get it in layers it will look choppy. You can go to a salon and tell them you want them to thin out your hair.they have this special scissor that cuts between the hair it doesnt cut the length or anything just takes pieces of hair out.I have done this before to my hair and it helps to take out the bulk. I also straighten my hair so that helps alot as well.
Also to make your hair not so stiff .wash your hair and then put conditioner in it and leave it in there for about 15 min and then rinse it out. do this twice a week and it should help to make it softer and smoother!

The biggest problem for thick hair is that it tends to look heavy and can lose body. The solution: lots of layers. Blending both long and short layers, minimizes the volume and adds a slight bounce to the ends.

The word "thin" has a bad connotation because no one wants their hair to thin, but in a salon it means that weight is taken out. Go to a salon and ask to get it thinned, or, if you're uncomfortable using that word, say that you wish it were more "collapsed."
