In the state of Pennsylvania, what is the legal number of dogs you are allowed to own before needing a kennel license?

I can't seem to find it online. My neighbor has four large dogs (three rotties and a mut) that he keeps outside 24/7 and three little dogs he keeps indoors. He doesn't clean up the feces...he hoses the poo into the ground and now my yard and the neighbor on the other side of him has mice everywhere. I'm sick of his neglect!

Unfortunately, my neighbor is friends with the Animal Control Officer, and there's only one in my city, and he turns his head when complaints come in about my neighbor. I want to take this issue on a larger scale.

Pennsylvania as a state does not limit the number of dogs you can own. That is decided by individual municipalities and cities. This state only limits the number of litters you may have and even then only if you sell dogs commercially. It's a sad state of animal rights in PA... you can thank Lancaster county's overwhelming puppy mill industry for that one... In Philadelphia city limits it is 3 adult dogs BTW.

You can try to file a complaint in small claims court, Animal Control has no place there. I'm fairly sure you can actually sue him for the mice and definitely if you can get evidence (pictures) of feces in your yard. At the very least you will draw the attention of the judge to the misconduct and not give the AC officer much choice in the matter.

The kennel license doesn't matter... If he's not taking care of the dogs THAT"S what matters... Call AC and let them handle it but on the base of neglect not numbers... You wouldn't want to push law changes on other responsible owners... The Humane So. is another good choice... Just remember it's the care not the number- years ago, I had someone who didn't like me call on my cats, AC showed up and got pissed that she called as I may have had "technically" too many but AC said they were healthy, happy, and that their time had been wasted... Peace!!!

Regardless of how many dogs he can keep, call animal control, the health department or the police. He shouldn't be hosing dog feces into your yard.

I suggest calling your local Animal Control Office. They will investigate the property and take action if they can.

call the animal shelter in your area, and find out who you can contact. i dont know about the limit, but if the dogs are unattended and causing problems in the neighboring lots, then its a problem even if its one dog. call them and they will direct you how to go about it.
