yes there is a different. plain flour has less % of protein in it. it is used in making pie crusts, cakes, cookies. all purpose flour has a higher% of protein that is used in making breads that has a harder (stonger)texture such a chewing crusty topping. there is quite a few different types of flour that can be used in cooking
