According to Japanese immigration law, a person, regarldess of their nationality, can obtain a work visa (one that is comparable to a permanent resident visa) if they can prove that they have even a single drop of Japanese blood. Since consdierable numbers of Japanese emigrated to South American countries about a 100 years ago, there are now South Americans, with varying degrees of Japanese blood living and working in Japan. I know of no large community of Mexican nationals in Japan, but my guess is that there are at least a few Mexican nationals with Japanese blood living and working in Japan.
Frankly, with the shrinking Japanese population, Japan needs anyone who wants to live in Japan to come to Japan. And hey, after getting a little help from Mexico in the World Baseball Classic this year, a lot of Japnese love Mexico! So welcome Mexicans!

There is no connection between any of the South American countries or any of the Americas as far as that goes. The only reason that any of the citizens of connecting countries come to America is that there is a land connection. No Mexicans go to Japan. If there was a connection, they would.

I think the Japanese have MUCH stricter immigration rules, to their credit. I doubt anyone trying to immigrate somewhere illegally would try to come to Japan unless it was their last option.

Japan is kind of far away, and the Japanese tend to be more racist, if that's possible.

i've never heard of them going to japan either. i don't think too many of them would because its either to cross the border to the US than to cross the ocean to Japan.
