Agree with the "before 7:00" & "After 9:00" answers. However, even if you can't make those hours it isn't all that bad -- especially on August Friday's when 1/4 of NYC leaves town for early weekends on Thursday. Just be patient; let the aggressives have their space & you'll get thru it. Work arounds like the Deegan are fine for people who familiar with the area; but the risk of getting lost outweighs the time savings.

It depends where your destination is. There are a few short cuts that will help get you pass the questionable bad traffic spots, Cross Bronx & the arear near Co-op city, on I-95. If you can take the Major Deegan I-87, then cross back with Cross County parkway East or I-287 East to I-95 that's the best.

There is no really no 'slow' period. Last week I drove thru NYC in 95 at 4 a.m. and it was busy! In general, earlier you start, the better off you will be.

seriously though, before 7 am if you have to take 95. if later you're better going around 95.

Go before 6:30am or after 9am.
