The birth records would be be located in the offices of the town hall where the base was located. Many of the bases in Germany are now closed. When a base closes in the US as many have over the past 15 years...this is where they go. A base is a federal reservation but that reservation is located on property located in a town/country.. You are seeking vital records. Same goes for a death certificate.

i was also born there,bad kreuznach, Rhineland-pfalz, Frankfurt, contact the department of state Washington DC ask about a certification of birth abroad, you can also try department of defense.
