How much money do you want to spend? One cheap thing you can do is get a K&N lifetime air filter. It helps improve air flow to your engine (more power) and it lasts forever -- all you have to do is clean it every once in a while. A more expensive but relatively easy horsepower-booster is replacing the chip that controls your engine. If you have a V-8 GT, the chip that controls the 4.6L Cobra will give you a boost. Improving fuel efficiency will be a problem since you're talking about a car with a production engine, but the things that I have listed will improve your fuel efficiency a little. Other than that, add nitrous...

#2 change out your air cleaner for a high flow design also a fipk kit well help as well.
#3 If you haven't yet inspect your throttle body and clean behind the butterfly removing brownish sticky goo carb cleaner and a old tooth brush works well.
#4 you can move to a firmer suspension for quicker response to the throttle and better handling.
#5Tire selections also have a great deal to do with how well your car reacts and gets off its ***.

Usually, you have to pick one or the other - most engine mods make the car more powerful by enabling it to burn more gas.

One thing that will help both goals is to reduce weight. Fiberglass or carbon fiber body panels, the lightest wheels you can find, replace cast iron parts like the engine block and cylinder heads with aluminum. (The aluminum engine parts assume it's an older 5.0 model - not sure if the parts you would need are out there for the modular motors.)

There is no limit to HP gain if you got the bucks -- horsepower and fuel mileage are calculated from factory for maximum usage. You start adding power and mileage will soar downward. Trust me, the Ford engineers are a lot smarter than we are.
